The united states does not have official relations with iran but that says nothing about unofficial relations.
For example, if you go up embassy row (where most of the DC embassies are) iran does not have an embassy, which you would expect. Guess where the 'iranian interest section' (the semi-official cultural focus for iranian-americans in DC) is though?
By the same token we have at times had to contact iran for one reason or another, like incidents where our citizens have been captured by them (yes, it occasionally happens). We go to one of our allies that has relations with them and they negotiate for us. It is the political version of 'can you tell so-and-so this because we are not talking to each other'.
