I don't think it goes by calendar age. I've met mature teenagers and immature 30-somethings. Whenever you are ready to take responsibility for your actions and their consequences, and contribute to society, you aren't an adolescent any more. Some people never get there.

For some of us it's less of an example of when adolescence ends and more raising the counter question about when senility begins to kick in.

Maturity can be judged only in afterlife with all stats from current era compiled into tables ... in Access ... and compared with peers. I bet hell does that along with Excel graphs.

Now goes my try for being serious ... That buffer period idea is pretty bad and would work like car insurance premiums (apparently in some areas they make sense). If it is just random throwing of words and does not come with laws - sure, have fun. Marketing will go at it like when teenagers got invented.

Otherwise it is poor people who suffer as most start work as soon as possible - not all move out since house and renting market is as fun as it is but loads do and need to pay bills. There is law in UK where you cannot apply for certain income boosts when poor but under 25 (unless they changed it) and am sure similar things exist elsewhere.

Mental maturity is relative so not always going with it. Not that we can define it besides as someone said above - taking responsibility for your actions. Otherwise - hell, if I have money to settle down and me and husband live in separate countries (well ... Scotland and England) plus with families (both me and him moved out at 18 but economy changed and everyone had to bundle up in groups). Not that we had a wedding as that would require at least having said families at same place and time. Not that anyone else in those had them.

I do feel old when I realise how many of my school friends have kids in primary school. Hell, my cousin older by half a year has a son who's er... 8. But they all started weirdly early and he was 21 while loads of friends were 18 - 20. I am rather young :/ .

I can't support taking away any rights from over 18, but more supports, including advisors, would be good. Unfortunately a lot of parents are immature themselves and young adults can be left adrift.
