Chat has worked more often than it's been broken in my experience, but there definitely are periods when it doesn't work well. Last week, for example. Last week, I would know someone was talking in a group because I'd suddenly get an SL error saying I couldn't join group chat. Then I'd eventually see a conversation from the group pop up in my chat window, but I wouldn't be able to respond. It normally works better than that, though.

Group notices, on the other hand, have been broken, without improvement, for years. Once a group nears 100 members, the number of people who actually receive notices becomes unpredictable. I had to stop using group notices in groups that I owned because people were completely missing important information even though they had not disabled notices on my groups.
