It's the residents. When I set out to do island rentals I thought I'd do something 'fresh and different' and make my islands look and feel like real islands. They had natural coastlines and rolling terrain. What's the first thing the average renter did, though, after ignoring the terraforming guidelines in the covenant?
Edit Land > Flatten > Apply To Selection.
People LIKE flat, featureless land, even if it results in dreadful boxy cliffs and stretched ground textures for all of their neighbors to deal with. They generally don't care about preserving coastlines or how anything outside their banlines and privacy screens look.

My most recent island is the flattest one I've done and it's the one with the fewest resident terraforming problems. *shrugs*

Considering that mainland is only +/- 4m terraformable, I wouldn't be at all surprised to hear that the hilly/mountainy lands are harder to sell.

Dissapointing. Doesn't it give you the urge to gather them all up together and take em on a fieldtrip of great builds and designs that are on volcanos, mountains, underwater?

Bah !!! I really don't understand that ... well I do but I just think is so limiting , I'm thinking of starting a Real Terrain Campaign group

but I get lots of silly thoughts which never amount to anything ...

The other day I had a wonderful time just flying down the river ravines on one of the mainland continents, through snow capped Sims down to the coast

Sure it does, but I think most of this obsession with flatness is just unfamiliarity with building and lack of an eye for design. Most people live in suburbs with flat, cookie cutter lawns- or apartments with no lawns at all. A lot of people tend to just do what they know, and have to work within their own skill sets. It takes work to make an irregular or hillside lot "work" but can be wonderful if you take the time to do it. But as much as I'd like my tenants to be more creative, I'd rather not have to hand-hold each one with landscaping and building matters.

I got mountains and and underwater reef at Liome and the sim is only half occupied. Not sure if people are looking for flat or are just tired of the whole beachy paradise theme...

Well don't forget, a lot of people shop by price alone. Liome's a very special and pretty looking place. I don't think you're doing anything wrong there, and I'm sure there are people out there who'd love it. But honestly, the average tenant isn't thinking, "I want a pretty beach home!" They're thinking "I need a cheap flat space where I can put this [freebie / shoebox / sore-thumb-lookin'] house."

I started out with "tropical" but that was hard to maintain as people kept adding their own flair and disparate architectural styles. Personally my own taste is leaning toward dark and woodsy, and I'm trying to work that into new places. No telling whether it's going to be successful. I'm astounded by how many PACKED rental sims I see that are nothing but a 4x4 grid of identical perfect squares of sand. No beach in the real world looks anything like that, but it sure as hell pays the bills for some landlords. (Note that I'm not judging anyone here, just noting that "beachy" still definitely sells.)
