My first thought on seeing this was WTF ... why?
And in my extreme geekiness, I flashed to the scene in Lord of the Rings where the fellowship is entering Agonath, where the carved Kings are facing out into the wild lands as a warning to their foes. Rushmore seems like Big Brother IS watching You!

    Look at Teddy Roosevelt. He looks like he is hiding in the shadows waiting to pounce on some poor fool with his big stick while speaking softly.
