This does point up a major problem the entire world has. How do you "end" a "religion"? No matter how bad it is, no matter how reprehensible, is it even possible to dispose of one?

Religions must have a legal statute to operate, a bank account, real estate, employees, and so on. You can dissolve their legal existence (either a corporation or a non-profit organization) and you confiscate their assets, just like any corporation or legal structure.
If they don't pay the fine, a judge can order confiscation of their property or seizure of their bank accounts.
