Sure, that's always a given, but in GTA4's case it's just plain shitty optimization.
Fallout 3 runs like a

Also, apparently GTA4 won't use any gamepad except an Xbox360 controller. Considering how universal joystick support is, this really must have taken extra effort. Bullshit much?
I've never gone from "Ooh I can't wait I've always wanted this game I'm about to buy it whee!1" to "Oh shit nevermind!" so fast.
What's ironic is that GTA4 was the only game I was really looking forward to all year. I thought I wouldn't like Fallout 3... wound up loving it. I didn't really know much about L4D or had any desire for it, and instantly fell in love when I got the demo. Meanwhile, GTA4... sheesh.
