Why is a notecard less intrusive than a PM?

Tonight was the first time I've really looked into how to create a notecard. I found out how to do it from this:


I was never able to find the option for it before because people always refer to it as a "notecard", not just a "note", which is what it is that you create when you create a notecard.

My question is this: Why is a notecard less intrusive than a PM? Why do many content creators only accept notecards? I ask this because I honestly do not know at all.

The part that is confusing about it is this: If people are buying things because they don't want to create content, doesn't it seem weird to require that people create content in order to ask the person you bought something from a question?

I do not understand. I'm sure there is a logical reason for this, but I don't know what it is yet.
