And it totally describes SOP since I've been in
SL at least. make sweepeing changes that effect many residents adversely, without making sure they are sound, not considering the downstream effect and the when the shit hits the fan, smack their foreheads and say "Oops! What WERE We thinking?" Kinda like this guy always did.
