Yus, agreed, it depends on the 'rules'. I mean, you can't go into a mall and shout the N word and expect to stay on the property long.
In the other forum I belong to now, any sort of racism is insta ban. It's posted and you have to agree to it when you sign up (and yes, it's an American forum--happens to have a science focus)
