They want people to die so they can end the war so less people will die.

As to your other point. Yes something needs to be done about that. We didn't learn our lesson. Prohibition on Alcohol caused gang violence. Ending Prohibition reduced it.
Prohibition on Drugs caused gang violence. Ending Prohibition will reduce it.
