Well, there is always the OpenSim project. You can get him a standalone sim on your PC that he can learn to build on. He can make his own clothes too. 45K in prims to do whatever he wants with. It is not up to Second Life standards yet for usability or stability but can be pretty fun for him I am sure.
The easiest way is to sign up at
OpenLife and download their standalone client. It is pretty far behind the OpenSim builds (You can do much more with the OpenSim builds) but it is by far the easiest way to get started.
