I have always been of mind that going to a public place, and typing chat in channel 0, means everyone in Second Life™ will have seen it.

But I am also of the mind that it should be courteous to put up some notification that local chat is being monitored by the people who run the place. Not many new (or old) account holders know this can be done and they may have no IRC experience to teach them this fact.
