It's the residents. When I set out to do island rentals I thought I'd do something 'fresh and different' and make my islands look and feel like real islands. They had natural coastlines and rolling terrain. What's the first thing the average renter did, though, after ignoring the terraforming guidelines in the covenant?
Edit Land > Flatten > Apply To Selection.
People LIKE flat, featureless land, even if it results in dreadful boxy cliffs and stretched ground textures for all of their neighbors to deal with. They generally don't care about preserving coastlines or how anything outside their banlines and privacy screens look.

My most recent island is the flattest one I've done and it's the one with the fewest resident terraforming problems. *shrugs*

Considering that mainland is only +/- 4m terraformable, I wouldn't be at all surprised to hear that the hilly/mountainy lands are harder to sell.
