Some of the urban RP sims sometimes have apts for rent but that may be more atmosphere than you want

You really do have to be careful crossing the street in some of them. As far as prims go it totally depends on how much furniture etc. you're rezzing. When I had my rental at Sappho I think i had about 100 prims which was plenty for the size of the space.
