"forum cartel hangout" is the parcel name, I believe.
To anyone who visits the hangout: I recommend sticking around a few minutes if you arrive and there is no one there. A lot of folks use a HUD that tells them who is in the hangout, and people will often drop by if they see names pop up on the HUD.
