If you take that literally, that means he believes there are a total of 60 states, and he was barred from visiting Alaska and Hawaii.

No, it was a simple misspeak. Not a joke. I am sure he was thinking about being to all 50 states, but then wasn't at 3 so that is where the 7 came from. It was a simple mistake. It happens.
