I think it's a great idea to do something about ad farmers, but . . . I'm pretty used to "changes" being "things we won't like."

I guess this means it needs to look better for all the real-life companies, educational institutions, and government entities they are interested in attracting? Or does it mean, they will be doing things for those people rather than average residents?
Or maybe it doesn't mean a thing?
