Takes a while to anchor move, anchor, etc. and need settings set to max with draw distance set very high. Bascially need to set yourself up for your computer to implode for it to matter that you have anchored yourself 3 sims away (you can set your draw distance so that stuff renders in the sims around you, not sure how far, causes lots of strain, though). So . . . put both together, and you can easily and safely (other than possible computer implosion) look up the skirts of girls (or boys wearing kilts) who are 3 sims away! heh
