They will know they are being looked at but not who is looking at them. Heck there could be just one other person in the sim and that person might not be the one looking at you. Could be some perv three sims over (you move as far as you can, anchor your camera there, then go as far as you can, repeat until all you see is the ground on your screen because you are too far to render anything but ground).
