Nothing happens. The first user you create is technically the master user, let's pretend that it would be the parcel owner, but for all intents and purposes it's irrelevant. If you put in a different name it creates a new user. All passwords are ignored by default and by default all users can edit completely the prims of others. It is possible to change the behavior of both (I don't know how though and have never used it because I'm often logged in on one user via Second Inventory and another in the viewer at the same time.)
