I've seen too much variance to believe that. It seems to me that they're made based on the creator's avatar...some prim skirts fit my girly straight out of the box, some require work, some are impossible.
*I* won't wear non-prim skirts because I find the fit of them so unflattering, even after I've shrunken Ann's hips and butt down to painful proportions.
