There are two sides to a cut. He put a torniquet but you also have to remember that a penis that isn't flaccid has a lot of blood in it. It's practically just a sponge that gets filled up.
So in the cutting scene there might be little blood from the body but the
penis should have gushed a lot since it wasn't fully flaccid ... but did you see any blood?
