My theory is they pay no setup fee and they don't pay tier until the first of the month, and they don't have to pay tier on the past partial month. Whether the latter is a deal they get or a bug they're exploiting is unknown to me.

I suspect that the free setup is a long-standing deal they've been getting, and the free partial month of tier is a new deal to soften the blow of the October sale. So, like the grandfathered sims that continued to transfer for years, mollifying estate owners will continue to cost LL money for a long time.
