I don't think you understand. 10 fits to 1/0 because 10 is base 10 for 10.

If we had a base 12 system, 12 would be written "10" and we'd still be saying we use "a base-10 numbering system"

The actual amount of things that represent our 10 is the only thing that is arbitrary, the 10 to 1/0 correlation is universal.
