It is certainly a big problem. So many schools have a yearly bully talk, and claim to have a zero tolerance for bullying, but the reality is very very different.
There was one recent exception at my son's school.
A young teen with a slight learning disability was "pantsed" at school. Meaning another kid snuck up behind him and pulled down his sweat pants in the busy hallway during class change. The young man's underwear came down at the same time though, and he was understandably devastated.
The principal gave the offender a 5 day suspension, and 20 other kids got a 3 day suspension for standing by and laughing while it happened. Now I know for some a suspension is just a holiday, but still I was really surprised the prinicpal took this action because for the past eight years I've felt the board was simply giving lip service.
