Try 'nslookup 4.71.184.27'?

There still could be an unlikely problem with reverse-resolution. But chances are better Psyke is correct and the fault is with misconfiguration at your ISP. Something unknown somewhere seems to be filtering your connection to that IP. Maybe an aggressive security appliance at your ISP doesn't like a server in the same IP range ESC uses or something.
