The Autodesk FBX converter that I was referring to (and which can be downloaded here:
Autodesk - Autodesk FBX - FBX Plug-Ins, Converter, and QuickTime Viewer Downloads ), is a freestanding application, not a plugin. (The same page also has a bunch of plugins for commercial apps.)
(ETA: I've just checked, you need to convert from OBJ to FBX, and then again from FBX to DAE, it doesn't do straight OBJ -> DAE conversion. Haven't re-tried the upload.)
